The best AI form builders in 2026, and what their AI actually does

Every form tool now calls itself an AI form builder, but the label covers three different things: writing the form from a prompt, reading your responses for you, and asking respondents follow-up questions. We checked which of those each of nine tools offers, on which plan, using their own pricing and help pages on 28 September 2026. Zunoform is on the list, and its AI is not the reason to choose it.

The short answer

If you want AI form generation for free, Tally is the strongest pick: its AI assistant builds and edits forms on every plan, and the free plan has no submission cap. Typeform has the most complete AI across the whole cycle (generation, AI follow-up questions and AI analysis), but the last two start at $266 a month. Fillout and Jotform both generate forms free with generous or familiar plans. Inside Google Workspace or Microsoft 365, the built-in Gemini and Copilot features are the easiest route if your licence includes them.

What does "AI" mean in a form builder?

When you compare AI form builders, split the feature into three jobs, because vendors rarely offer all three on the same plan.

1. Generation: you describe a form (or upload a PDF, or paste a URL) and the tool drafts questions, answer options, logic and sometimes a theme. This is what most people mean by an AI form generator or AI form creator.

2. Analysis: the tool summarizes open-text answers, finds themes and sentiment, or answers questions about your results. Useful for surveys with hundreds of comments.

3. Follow-ups: during the form, AI reads a vague answer and asks the respondent a clarifying question. This changes the data you collect, so treat it as a research-design decision, not a convenience.

Generation alone saves the first few minutes of building; a good template does much the same job.

How did we evaluate these AI form builders?

We read each vendor's pricing page and AI help or product page on 28 September 2026 and recorded which of the three AI jobs it offers, on which plan, and what limits apply (credits, generations, responses). For Zunoform we read the source code instead of the marketing page. Where a vendor page did not say, the table says "not listed" rather than guessing.

We did not sign up for paid tiers of every tool or score the quality of generated forms side by side, so this is a feature-and-price comparison, not a blind quality test. The test prompt and checklist below let you judge quality yourself.

The ranking weighs, in order: generation on a free or cheap plan, whether analysis and follow-ups exist, the response limit at that price, and how clearly limits are documented.

Typeform's help centre lists AI creation on the free plan, while its pricing page lists it from Basic; check inside your account. Formester's monthly AI credit is $0.25 on Free, $0.50 on Personal and $2.50 on Business. involve.me includes 100, 200 or 600 AI credits on its Start, Grow and Scale annual plans.

Which AI form builder is best for you?

The order suits a small team that wants a usable draft fast without paying extra for AI. Each entry says what the AI does and why you might skip the tool.

1. Tally: best free AI form generator

Tally's AI assistant works inside the editor: describe a form and it drafts questions, logic and structure, then you ask it to edit, apply your branding or troubleshoot. Tally says it is free for every user, and the free plan has unlimited forms and submissions within fair use. Its free MCP server also lets Claude, ChatGPT or another assistant create forms and read submissions.

Cons: we found no built-in AI analysis or AI follow-up questions. Partial submissions, branding removal and team members need Pro at $24 a month. Some 2026 round-ups say Tally lacks prompt-to-form generation; its help centre now documents it.

2. Typeform: most complete AI across the whole cycle

Typeform AI drafts a form from a prompt, can pull context from uploaded PDFs, CSVs or text files and from the web, and applies your brand from a URL. Clarify with AI asks respondents a follow-up when an open answer is vague, and Smart Insights summarizes themes and sentiment in results. No other tool here documents all three jobs. Formless, Typeform's separate AI conversational-form product, is still online.

Cons: the free plan collects 10 responses a month. Clarify with AI and Smart Insights sit on Growth Flow at $266 a month billed annually (Clarify is also on the $119 Talent plan for HR).

3. Fillout: best free plan for generating from a PDF

Fillout's AI builder is free and takes three kinds of input: a description, a list of questions you paste, or an uploaded PDF, which makes it good at turning an old paper form into an online one. The free plan allows 1,000 responses a month with unlimited seats.

Cons: its pricing page lists no AI analysis or follow-up features. Editing a form by typing a change is marked as coming soon. Partial submissions and drop-off analytics are on Business at $75 a month.

4. Jotform: best for AI agents on top of forms

Jotform says its AI is free: describe the form and it builds it in the editor. Its bigger AI product is AI Agents, which turn a form into a chat or voice agent that answers questions and guides people through filling it in, across web chat, WhatsApp, Messenger, SMS and phone. Every plan includes agents, from 5 active agents and 100 conversations a month on the free Starter plan.

Cons: Starter caps you at 5 forms and 100 submissions a month, and Bronze costs $34 a month on annual billing for 1,000.

5. Formester: cheap unlimited volume with AI input from files

Formester's AI form creator is on its free plan and accepts a written description, a PDF, an image or a URL. The free plan lists unlimited forms and responses.

Cons: AI use is metered by a monthly credit worth $0.25 on Free, $0.50 on Personal ($13 a month) and $2.50 on Business ($49), so heavy use needs a paid tier. Conditional logic is not on the free plan, which limits what a generated form can do until you pay.

6. involve.me: best for AI-built quiz and calculator funnels

involve.me's generator builds multi-step funnels with logic, scoring rules, copy and design from a description, and an AI agent handles edits conversationally, such as changing a scoring weight. It is available on every plan, including free, and the pricing page lists AI-generated insights.

Cons: the free plan stops at 50 submissions or 500 visits a month. Paid plans start at $29 a month on annual billing and limit live funnels (3, 5 or 25), with AI credits of 100, 200 or 600.

7. Google Forms with Gemini: best if you already pay for Workspace

"Help me create a form" drafts a form or quiz from a prompt, or from a Doc, Sheet, Slides file or PDF in Drive, and marks correct answers and points on quizzes. It needs an eligible Google Workspace or Google AI plan and works on desktop only.

Cons: it cannot create forms with multiple sections, and it cannot edit an existing form; running it again replaces the content. Response summaries are only in Workspace Experiments, an invite-only programme, in English, for forms with 3 to 200 responses.

8. Microsoft Forms with Copilot: best inside Microsoft 365

Copilot in Forms drafts surveys and quizzes from a prompt, rewrites questions, writes answer explanations for quizzes, helps word the invitation, and summarizes responses with suggested next steps. For organizations already on Microsoft 365 Copilot, that is the most complete analysis feature here after Typeform.

Cons: Microsoft says it needs a Microsoft 365 account and a Copilot licence; the full chat experience is limited to commercial Copilot-licensed users, and consumer AI-credit licences get only the refinement bar. Microsoft also applies input length and frequency limits.

9. Zunoform: AI drafts with logic and quiz answers, on Business only

Zunoform's generator turns a prompt of 10 to 2,000 characters into a new draft form in your workspace: typically 5 to 15 questions with real answer options, a welcome and ending screen, a full color theme and font, correct answers marked when you describe a quiz, and up to three logic rules (end early, skip, or jump) when the flow calls for them. The draft works in all three layouts: conversational, single page and document.

Separately, Pro and Business include AI translation: it drafts a translated version of a form into any of 40 languages for multi-language forms, which you then review. Cons, plainly: AI generation is on the Business plan only, at $24.99 a month ($249.99 a year). Free and Pro have no AI generation. Each user can run 10 generations an hour. It creates a new form each time rather than editing an existing one, and there is no AI analysis of responses and no AI follow-up questions. If free AI generation is the goal, Tally, Fillout or Jotform are better choices.

Is there a free AI form builder?

Yes. On 28 September 2026, Tally, Fillout, Jotform, Formester and involve.me all offered AI form generation on their free plans. The difference is the plan underneath: Tally's free plan has no submission cap, Formester's lists unlimited responses, Fillout allows 1,000 a month, Jotform 100 and involve.me 50.

Typeform's AI works on its free plan, per its help centre, but that plan collects 10 responses a month. Gemini in Google Forms needs an eligible paid plan. Zunoform's free plan has no AI generation.

A test prompt to run in every tool

Create a customer feedback survey for a small online plant shop. Ask for the order number, a 1-5 rating for delivery condition, a 0-10 likelihood to recommend, what they would improve (open text), and whether we may contact them. If the delivery rating is 1 or 2, ask what went wrong before continuing. End with a thank-you message.

Where Zunoform fits, and who should not choose it

Zunoform fits teams who want the Business plan anyway (25,000 responses a month, 10 seats, a custom domain, the REST API) and like AI drafts that arrive with logic rules, quiz answers and a theme. Do not choose Zunoform for its AI if you are on a budget: generation is Business-only, so Tally, Fillout, Jotform and Formester give you AI generation for $0. It has no AI analysis or AI follow-ups (Typeform and Microsoft Copilot do), and no HIPAA, SSO or SOC 2.

What is the best AI form builder?

It depends which AI you need. On 28 September 2026, Tally offered free AI generation on every plan with unlimited free submissions, the best free option. Typeform had the most complete AI (generation, follow-ups and analysis), with the full set from $266 a month. Fillout and Jotform also generate forms free.

Can Google Forms create a form with AI?

Yes, with Gemini's "Help me create a form", if you have an eligible Google Workspace or Google AI plan. It drafts forms and quizzes from a prompt or a Drive file on desktop. It cannot create multi-section forms or edit an existing form, and response summaries are limited to the invite-only Workspace Experiments programme.

Does Microsoft Forms have AI?

Yes. Copilot in Forms drafts surveys and quizzes from a prompt, rewrites questions, writes quiz answer explanations and summarizes responses. Microsoft says it needs a Microsoft 365 account and a Copilot licence, with the full chat experience limited to commercial Copilot-licensed users. Consumer AI-credit licences get a smaller refinement bar.

Is Typeform AI free?

Partly. Typeform's help centre says AI form creation works on the free plan, which collects 10 responses a month, and its pricing page lists AI form creation from Basic at $28 a month billed annually. The AI follow-up questions (Clarify with AI) and Smart Insights analysis are listed on Growth Flow at $266 a month billed annually.

Is AI form generation included on Zunoform's free plan?

No. Zunoform's AI form generation is on the Business plan only, at $24.99 a month or $249.99 a year. Prompts can be 10 to 2,000 characters, and each user can generate 10 forms an hour. The free plan includes the builder, templates, conditional logic and quiz scoring with 500 responses a month, built by hand.

Can AI analyze form responses?

Some tools do it natively: Typeform's Smart Insights (Growth Flow plan) and Copilot in Microsoft Forms summarize responses and themes, while Gemini summaries in Google Forms are invite-only. Otherwise, export responses to a spreadsheet and use your own AI tool, within what your privacy notice allows.
