The best lead generation form builder is the one that records where each lead came from, pushes it into your CRM, and keeps the half-finished ones, at a price that still works at 1,000 leads a month. We read the pricing and help pages of ten tools on 28 September 2026 and ranked them against those criteria. Zunoform is on the list; it is not first.

For most small teams, Fillout has the strongest free plan for lead generation: 1,000 responses a month with hidden fields, logic and a HubSpot integration at $0. If HubSpot is already your CRM, its own forms remove every sync problem. If you want unlimited volume for nothing, pick Tally. If partial responses matter and you want to pay little, Zunoform captures them on every plan and adds HubSpot at $14.99 a month.

How did we evaluate these tools?

We did not run ad campaigns through all ten products and have no conversion-rate data for them. We read each vendor's pricing and help pages on 28 September 2026 and checked five things. Where a vendor page did not say, the table says "not listed" instead of guessing.

1. Hidden fields and UTM capture: can the form store utm_source, utm_campaign and similar URL parameters with each lead, and on which plan? Without this you cannot tell which ad or email paid for the lead.

2. CRM integration: is there a native push to HubSpot, Salesforce or Pipedrive, or do you need Zapier or a webhook in between?

3. Conditional logic: can you ask qualifying questions and branch, so a small inquiry and a large one take different paths?

4. Partial responses: does the tool keep answers from people who start and leave? For lead gen, an email typed into step one is often worth a follow-up.

5. Cost for 1,000 leads a month: the cheapest plan, billed annually, that accepts 1,000 responses a month. We rank on all five together, so a cheap tool missing CRM sync can sit below a pricier one that has it.

HubSpot's free contact limit is from its product catalog. Heyflow's page shows monthly prices; annual contracts are discounted. Typeform's free plan allows 10 responses a month. Zunoform's free plan allows 500 responses a month, so 1,000 leads needs Pro.

Which lead generation form builder is best for your team?

The order reflects all five criteria for a typical small sales or service team: a few hundred to a few thousand leads a month and one CRM. Each entry lists what it does well and what would make you skip it.

1. Fillout: best free plan for lead capture

Fillout's free plan covers four of our five criteria at $0: 1,000 responses a month, pre-fill and hidden fields, conditional logic, and a HubSpot integration, with unlimited seats. Payments and scheduling are also free. Starter is $15 a month on annual billing and Pro, which removes branding, is $40.

Cons: partial submissions only arrive on Business at $75 a month, and Salesforce is reserved for Team and Enterprise plans. The free plan shows a Fillout badge.

2. HubSpot Forms: best if HubSpot is already your CRM

If your pipeline lives in HubSpot, its own forms write straight into contact records with no sync step to break. The free tools include standalone, embedded and collected forms for up to two users. Marketing Hub Starter, from $20 a month per seat, removes HubSpot branding and adds multi-step forms.

Cons: conditional logic on forms starts at Marketing Hub Professional, from $890 a month. HubSpot's catalog caps free accounts at 1,000 contacts, so a busy form outgrows free quickly. Outside HubSpot, it is the wrong tool.

3. Tally: best for unlimited volume at $0

Tally's free plan has no response cap within its fair-use policy, and hidden fields, logic, calculations and Stripe payments are all free. For a team running many campaigns with no budget, nothing else on this list takes as many leads for nothing.

Cons: we found no native HubSpot or Salesforce integration on its pricing page; leads reach a CRM through Zapier, Make or webhooks. Partial submissions, branding removal and team members need Pro at $24 a month, or $240 a year.

4. Zunoform: best low-cost plan with partial responses on every tier

Zunoform saves partial responses as the respondent moves through the form, on every plan including Free, and captures hidden fields and UTM parameters from the URL. Those values appear on the response and in CSV exports, and go out as extra columns in Google Sheets and as a hidden object in Zapier and webhook payloads. The native HubSpot integration does not map them to contact properties, so to get UTMs onto HubSpot contacts, route leads through Zapier or a webhook. Conditional logic, calculated variables and answer piping are free too. Pro at $14.99 a month adds 5,000 responses, the HubSpot, Mailchimp and Airtable integrations, and branding removal.

Cons: the free plan is 500 responses a month, not unlimited, so 1,000 leads means paying. There is no native Salesforce or Pipedrive connection; you would use a Zapier catch-hook URL or a webhook. Free plans send notification emails only through your own SMTP server, and there is no built-in spam protection.

5. Typeform: best conversational polish and integration depth

Typeform has spent a decade on the one-question-at-a-time format, and its pricing page lists native HubSpot, Salesforce and Pipedrive connections alongside its large integration catalog. Hidden fields and logic are available on every plan.

Cons: the free plan is 10 responses a month. 1,000 responses needs Plus at $56 a month billed annually. Partial responses on forms that use logic or scoring need a Growth plan, from $266 a month.

6. Jotform: best for template breadth and payment gateways

Jotform suits teams that want a ready-made form for almost any industry and a long list of payment gateways, with no Jotform transaction fee. Bronze, at $34 a month on annual billing, takes 1,000 submissions a month and removes branding.

Cons: the free Starter plan allows 5 forms and 100 submissions a month. Jotform's own FAQ calls Enterprise its only multi-user plan. It only keeps incomplete submissions when the respondent chooses Save and Continue Later, so passive drop-off capture is not what you get.

7. Heyflow: best for paid-ads funnels with budget

Heyflow is built for multi-step ad funnels: URL parameters, native CRM integrations, GA4, Tag Manager and Google Ads tracking are in its core bundle on every plan.

Cons: there is no free plan, only a 14-day trial, and pricing is per response. Starter is $49 a month for 50 responses; 1,000 responses a month means Scale at $249, on the monthly prices shown. Partial response capture is not listed on its pricing page.

8. involve.me: best for calculators and quiz funnels

involve.me builds funnels, calculators and quizzes that score and route people, with no listed response cap on paid plans. Grow at $69 a month on annual billing adds UTM passing, hidden fields, HubSpot and branding removal.

Cons: the entry Start plan lacks UTM tracking and CRM integrations, which rules it out for this job. Partial submissions and Salesforce need Scale at $139. Plans limit live funnels (3, 5 or 25), and the free tier stops at 50 submissions or 500 visits a month.

9. Paperform: best when the form is the landing page

Paperform's editor produces pages that look designed, and it takes payments with no Paperform fee on every plan. Pro, at $49 a month on annual billing, has unlimited submissions and unlimited users, plus hidden fields and partial submissions.

Cons: the free plan is 30 submissions a month and has no hidden fields, so you cannot track campaigns without paying.

10. Formester: best cheap unlimited option for simple forms

Formester's free plan lists unlimited forms and responses, and its pricing page lists UTM tracking through hidden fields plus HubSpot and Salesforce integrations.

Cons: conditional logic starts on Personal at $12 a month on annual billing, and partial submissions on Business at $45. The pricing page does not say which plan includes each CRM integration, so test it before you commit.

What does 1,000 leads a month actually cost?

Worked example, as an illustration: an agency gets about 1,000 form leads a month from ads, wants each lead's campaign recorded, and wants leads in HubSpot. Using the prices above, the monthly cost of the cheapest plan that does all three natively is: Fillout $0, Zunoform $14.99 ($12.50 on annual billing), Jotform $34, Typeform $56, involve.me $69 and Heyflow $249. HubSpot Forms is free for the first 1,000 contacts, then you are on paid HubSpot contact tiers.

Add partial responses to the requirement and the order changes: Zunoform stays at $14.99, Typeform needs Growth if the form uses logic, Fillout moves to $75 and involve.me to $139. Which requirement you drop is the real decision, not the logo.

Do you need hidden fields and UTM tracking on a lead form?

Yes, if you spend money on more than one channel. A hidden field reads a value such as utm_campaign=spring-webinar from the page URL and stores it with the lead, without the visitor seeing it. Without it, your CRM shows a lead but not the ad, email or partner that produced it, and you cannot compare cost per lead across channels.

Why do partial responses matter for lead generation?

A multi-step lead form often asks for an email on the first screen and qualifying details later. If someone leaves on step three, a tool that keeps partial responses still holds a name and email you can follow up with, subject to your privacy notice and consent rules. A tool without it records nothing.

On this list, only Zunoform includes automatic partial capture on its free plan (Jotform keeps drafts only when the respondent chooses to save). Tally and Paperform put it on their first paid plan; Fillout, Formester and involve.me put it on a higher tier. Before relying on partial data for outreach, check your consent wording: someone who abandoned a form did not click submit.

Do not choose it if you need unlimited free responses (Tally or Formester), a native Salesforce or Pipedrive connection (Typeform or Jotform), built-in spam protection, or HIPAA, SSO or SOC 2. If HubSpot is your whole stack, HubSpot's own forms are simpler.

Can I capture UTM parameters in a form for free?
