The best form builder for small business is the one whose total bill stays small once three people need to log in and customers start paying through it. We checked the pricing pages of nine tools on 28 September 2026 and priced each one for a 3-person team. Zunoform is one of the nine; it is not first.

If you only need simple forms and no payments, Google Forms is free and hard to beat. If you want a proper form builder at $0 with room for the whole team, Fillout's free plan has unlimited seats, 1,000 responses a month and payments. For the cheapest paid plan that seats three people and takes payments with no platform fee, Zunoform Pro costs $14.99 a month. For unlimited volume, Tally.

How did we evaluate these form builders?

We did not survey small businesses or run a usability study. We read each vendor's pricing page and help center on 28 September 2026 and scored every tool against four criteria that decide the bill and the workload for a small team. Where a vendor did not state something, we say so.

1. Total cost for a 3-person team: the cheapest plan, per month on annual billing, where three people can each log in and manage forms. Per-seat pricing and single-user plans change the answer more than the headline price.

2. Payment fees: can the form take card payments, on which plan, and does the tool add its own fee on top of the processor? Stripe's standard US rate is 2.9% + 30 cents per successful card charge whichever form tool you use.

3. Templates: are there ready-made forms for common small business jobs such as quotes, bookings, orders and feedback?

4. Ease: can someone who has never built a form publish one in an afternoon, without code? This one is judgement, so we explain it rather than scoring it.

Which form builder is best for a small business?

The order below weighs all four criteria for a typical small business: two to five people, a few hundred responses a month, and at least one form that takes money or bookings. Each entry says who it suits and who should skip it.

1. Google Forms: best free option for simple forms

Google Forms is free with a Google account, has no response cap, sends answers to Google Sheets, and anyone on the team can be added as a collaborator. For contact forms, internal checklists and quick surveys, most small businesses need nothing more.

Cons: there is no built-in payment question, design options are limited, and file upload questions require respondents to sign in to a Google account. Our guide to Google Forms payments covers the workarounds.

2. Fillout: best free plan for a whole team

Fillout's free plan gives unlimited seats, 1,000 responses a month, conditional logic, payments and scheduling, so a 3-person team can run real forms at $0. Pro at $40 a month on annual billing removes all branding.

Cons: the free plan shows a Fillout badge and its pricing page does not state whether a platform fee applies to payments, so check before you sell through it.

3. Zunoform: best low-cost paid plan for three people

Zunoform Pro costs $14.99 a month and includes 3 seats, 5,000 responses, branding removal, and payment questions that charge through your own Stripe or PayPal account with no Zunoform fee. Every plan has three layouts, conditional logic, a meeting scheduler question with calendar sync, and 180+ templates. Importers rebuild existing Typeform, Google Forms and Jotform forms.

Cons: the free plan is one seat and 500 responses a month, and payment, NPS and signature questions need Pro to publish. Free plans send notification emails only through your own SMTP server. There is no HIPAA, SSO, SOC 2 or built-in spam protection.

4. Tally: best for high volume on a small budget

Tally's free plan has unlimited forms and submissions within fair use, and Stripe payments with no Tally fee. Pro, at $24 a month or $240 a year, adds unlimited team members, branding removal and partial submissions.

Cons: the free plan has no team collaboration, so three people sharing work means Pro. Its document-style editor is quick once learned but looks different from classic form builders, which some people take a day to get used to.

5. Jotform: best template library and payment gateways

Jotform lists 20,000+ form templates and connects to many payment processors without a Jotform transaction fee. For a business that wants a ready-made form for a niche job, it is the fastest start.

Cons: the free plan allows 5 forms, 100 submissions and 10 payment submissions. Paid plans cap payment submissions too: 100 a month on Bronze ($34), 250 on Silver ($39). Jotform's FAQ calls Enterprise its only multi-user plan, which makes team access expensive.

6. Zoho Forms: best if you already use Zoho

Zoho Forms sends submissions into Zoho CRM, Books and Desk, and its Standard plan at US$25 a month on annual billing covers 10 users and 25,000 submissions a month, which is good value for a team. The free plan allows 500 submissions a month.

Cons: the free plan is 1 user and 3 forms, with 10 payment submissions. Outside the Zoho suite, its main advantage fades.

7. Microsoft Forms: best if you already pay for Microsoft 365

If the team already has Microsoft 365 Business Basic ($7 per user a month, paid yearly), Forms is included and results open in Excel. Work accounts can collect up to 5,000,000 responses per form.

Cons: a free personal Microsoft account is limited to 200 responses per form, there is no built-in payment question, and branding and layout options are narrow.

8. Paperform: best for forms that double as web pages

Paperform builds forms that look like designed pages, includes unlimited users on every plan, and takes payments with no Paperform fee. Pro is $49 a month on annual billing with unlimited submissions.

Cons: the free plan is 30 submissions a month, so real use means Pro, which costs more than three times Zunoform Pro.

9. Typeform: best for polished conversational forms

Typeform has the most refined one-question-at-a-time experience and a large integration catalog. Plus, at $56 a month on annual billing, includes 3 users and 1,000 responses and removes branding.

Cons: the free plan is 10 responses a month, and a 3-person team pays nearly four times what Zunoform Pro costs for a similar seat count.

What does a form builder really cost when customers pay through it?

Worked example, as an illustration: a 3-person bakery takes 150 pre-orders a month at $40 each through an order form. Stripe's standard rate of 2.9% + 30 cents is $1.46 per order, about $219 a month, and that is the same whichever form tool sits in front of it, as long as the tool adds no fee of its own.

The difference is the plan. Zunoform Pro is $14.99. Zoho Forms Standard is $25, but check that the order volume fits its payment limits. Jotform Bronze caps payment submissions at 100 a month, so 150 orders means Silver at $39, for one user. Paperform Pro is $49 and Typeform Plus $56. Google Forms and Microsoft Forms would need a separate checkout page.

Is a free form builder enough for a small business?

Often, yes. If your forms collect contact details, feedback or internal requests, Google Forms, Tally or Fillout will do the job at $0. The usual reasons to pay are removing the vendor's branding from customer-facing forms, taking payments, getting more seats, or going past a monthly response cap.

Check what happens at the cap before you rely on a free plan. Typeform's free plan allows 10 responses a month, Paperform's 30 and Jotform's 100, so a busy week can close a form. Zunoform's free plan allows 500 a month; Tally, Google Forms and Formester do not cap responses on free.

List everyone who needs to edit forms or read responses. If a plan is single-user, price the tier that adds seats, not the entry tier.

Take your busiest month, not an average. Check both the response cap and any separate cap on payment submissions.

Add processor fees

Multiply orders by your processor's rate, then add any platform percentage the form tool charges. A 0% platform fee on a $14.99 plan often beats a free plan with a fee.

Build one real form in the trial

Rebuild your most important form, such as a quote or booking, and time it. If it takes more than an afternoon, ease is a real cost too.

Do not choose it if you need more than 500 responses a month for free (Tally, Google Forms or Fillout), more than three editors on the entry paid plan (Fillout, Tally or Paperform have unlimited seats), or HIPAA, SSO or SOC 2.

Can Google Forms take payments?

Not natively. Google Forms has no payment question, so businesses link to a separate checkout such as a Stripe payment link or use a third-party add-on. If most of your forms need payments, a form builder with a built-in payment question saves a step for the customer.

Do form builders charge transaction fees on payments?

Some do not. Jotform, Paperform and Tally state that they add no transaction fee, and Zunoform charges 0% on payments through your own Stripe or PayPal keys.
